As an added effort to maintain data security in the electronic transfer of citation and disposition records and prevent cyber attacks, the Colorado Department of Revenue (CDOR) directed a June 1st, 2010 mandate that all municipal courts sharing records through electronic transfer use FTP Secure or FTP-SSL. This extension of the commonly-used File Transfer Protocol (FTP) adds support for security by employing Secure Sockets Layer/Transport Layer Security for channel encryption.
FTPS provides unique advantages in server-to-server file transfer in that it has good authentication mechanisms and is built into many Internet communication frameworks. The protocol is widely known and used, and can be read and understood in natural language versus binary code. The draw backs to FTPS are that it requires a secondary DATA channel which can make it more difficult to use behind firewalls, and not all FTP servers support SSL/TLS.
While the original mandate required FTPS implemented by June 1st, the State is still in a transition process with courts using File Transfer Protocol. The testing period has been extended to ensure all system issues are addressed.
Cypher Connectivity already complies with the FTPS mandate and has SSH File Transfer Protocol (SFTP) capability. SFTP is the highest form of data encryption and is a binary code protocol. SFTP extends beyond file upload/download operations and has some file-system operations such as file lock and creation. When maintaining court records explicitly involves interaction with the Department of Revenue's Division of Motor Vehicles and other compact and non-compact states, controlling time and fiscal expenditure is critical in resolution processing.

This process is fully integrated and compliant with the State of Colorado business protocols and statutes and with other compact and non-compact state reporting. The status of your reports is communicated along with error indications for record adjustments. Records can be amended, updated or deleted. Upon final state approval, certification of your records is available online for administrator approval using security pin identification.
The court now has the ability to connect data, understanding its meaning and how best to use it. Due to Cypher Connectivity's capability to interpret codes, protocols and processes in compliancy, resolutions are dramatically minimized and in many cases totally eliminated.
